mod rail gun: dielectric polarization - firing the rail gun damages nearby mobs

block hole mobs are no longer visible before they activate
striker mobs teleport more often
final boss:
  laser does no damage for 2 seconds after it begins
  spawns 2 waves of mobs each spawn cycle  (was 3)
